The General Assembly

The General Assembly serves as the supreme decision-making and policy-setting organ of the Association, bringing together all member Electoral Management Bodies (EMBs). Meeting at least once a year, it provides the principal forum through which members discuss matters of common interest, determine the strategic direction of the Association, and exercise oversight over its activities. The General Assembly is responsible for electing the Association's leadership, including the Deputy President and members of the Executive Committee, adopting policies, approving the programme of work of both the Association and its Secretariat, and considering reports and proposals submitted by members or governing bodies. Decisions are generally adopted by consensus, reflecting the Association's commitment to collective ownership and cooperation among its members, while amendments to the Charter require a two-thirds majority. Through these functions, the General Assembly plays a central role in ensuring the democratic governance of the Association and in advancing its objectives of strengthening electoral management and cooperation among EMBs across the region.
